A retired Springfield Police Sergeant, Michael Egan, has been charged with aggravated DUI after a crash severely injured two people on a motorcycle. The victims were later identified as Trevor Hopkins and Chelsey Farley. Hopkins has since been released from the hospital, while Farley remains in serious condition.
The incident occurred on September 5, 2024, at approximately 9:21 p.m., when Springfield Police officers responded to a report of a traffic crash with injuries in the 400 block of East Lake Shore Drive. The crash involved a motorcycle with two passengers and a vehicle driven by Egan, who was identified by officers shortly after arriving at the scene. Officers arrived around 9:23 p.m. and immediately aided the injured, closed the roadway, and coordinated with first responders. At 9:32 p.m., Egan was officially identified as the vehicle's driver.
To ensure transparency in the investigation, Springfield Police Lt. Barksdale contacted the Illinois State Police to take over the traffic crash and DUI investigation. Around 10:08 p.m., three Illinois State Police officers arrived to initiate the investigation.
The crash has ignited public outcry, leading to a protest outside the Municipal Building.Two protesters were arrested, accused of aggravated battery to an officer. At the Springfield Committee of the Whole meeting, dozens of citizens voiced concerns about police oversight and transparency.
"I want to apologize to Chelsey Farley and her family for this terrible tragedy they have endured, as well as the other victim and his family," said Mayor Misty Buscher. "I want to thank Chelsey's family for taking the time to meet with myself and [Springfield Police] Chief Scarlette today."
An internal investigation is underway by the Springfield Police Department to review the actions of its personnel at the scene, ensuring compliance with department policies and procedures. In a statement, Springfield Police Chief Ken Scarlette emphasized the importance of accountability: “Both active and retired law enforcement officers must be held to the same standards to maintain public trust and uphold the integrity of the Springfield Police Department.”
Egan entered a not-guilty plea in court on Tuesday. After spending one night in the Sangamon County Jail, he was released from custody under numerous conditions. Egan’s next court date is October 3rd.
