Scott Rogers Named Chief Utility Engineer at CWLP

Springfield Mayor Misty Buscher has appointed Scott Rogers as the next Chief Utility Engineer at City Water, Light & Power, effective in April. Rogers will succeed Doug Brown, who is set to retire March 31.
Rogers has worked at CWLP since 1995 and currently serves as Electric Division Manager, a position he has held since 2020. During his tenure, he has held multiple leadership roles within the utility, including General Superintendent of Generation, Superintendent of Production, and Superintendent of Technical Support in the Generation Division.
As Electric Division Manager, Rogers has overseen electric operations and planning. His work has included managing power generation and infrastructure, negotiating coal contracts and purchased power agreements, and securing renewable energy contracts.
“Scott Rogers brings decades of technical expertise, proven leadership, and a deep commitment to public service through his long career at City Water, Light and Power,” Buscher said. “His experience managing complex utility operations, working collaboratively with labor and regulatory partners, and keeping reliability and fiscal responsibility at the forefront makes him exceptionally well-qualified to serve the residents of Springfield.”
Rogers holds a bachelor’s degree in mechanical engineering from Southern Illinois University Carbondale and a master’s degree in business administration from the University of Illinois Urbana-Champaign.
City Water, Light & Power is the largest municipally owned utility in Illinois and provides electric, water, and wastewater services to the Springfield area.
