In an effort to promote roadway safety and strengthen community trust, the Springfield Police Department has partnered with Lights On!, a national program that allows officers to issue repair vouchers in place of citations for minor vehicle equipment violations like broken headlights, taillights, or turn signals.

The initiative provides free repair vouchers—up to $250—that can be redeemed at participating local auto shops. The goal is to help drivers address safety issues without incurring financial penalties, while also creating more positive interactions between law enforcement and the public.

"The Lights On! program is an excellent opportunity for us to engage with our community in a positive way while improving public safety," said Springfield Police Chief Joseph Behl. "Instead of issuing a ticket, we can help drivers get the necessary repairs at no cost, making our roads safer for everyone."

The department’s adoption of the program stemmed from ongoing discussions with the ACLU of Illinois regarding traffic stop data in Springfield. The ACLU brought the program to SPD's attention as part of a shared commitment to fair and equitable policing.

"We are proud to adopt this program," said Behl. "For some families, a broken taillight or turn signal can mean choosing between a minor auto repair and buying groceries. A citation for these small issues can create further financial strain, potentially leading to repeated law enforcement contact or even vehicle impoundment. While we have a duty to ensure public safety, this program gives officers a valuable tool to engage with drivers and offer a helpful solution—rather than a ticket or fine."

Funding for Lights On! in Springfield was made possible through a State of Illinois grant, developed in coordination with state and local leaders focused on improving public safety and advancing equitable law enforcement practices.

Residents who receive a voucher can get their vehicle repaired at one of four participating shops:

  • Vern's Auto Repair, 1645 North Grand Ave East

  • 1 Stop Auto Shop, 2800 W Washington St.

  • Midas, 2109 Stevenson Drive

  • Floyd Imports, 2320 Prairie Crossing Drive
