Sheriff Crouch Highlights Law, Safety Tips for Trick-or-Treating

As families across Sangamon County prepare for Halloween festivities, Sheriff Paula Crouch is reminding residents to stay vigilant and aware of Illinois laws regarding registered sex offenders, as well as general safety precautions for trick-or-treating.


Under state law (720 ILCS 5/11-9.3(c-2)), registered child sex offenders are prohibited from taking part in any holiday activity involving minors. This includes handing out candy, decorating their homes for trick-or-treating, or otherwise engaging with children on Halloween night. Those under parole, probation, or mandatory supervised release may also face additional restrictions, such as remaining indoors or keeping exterior lights off. These rules are enforced by the Illinois Department of Corrections and local law enforcement agencies.


“The safety of children has always been close to my heart,” Sheriff Crouch said. “Earlier in my career, I worked with the Child Advocacy Center investigating cases of child abuse, and that experience continues to shape how I approach community safety today. Our deputies will be conducting compliance checks and patrols to make sure every child in Sangamon County can enjoy Halloween safely.”


The Sheriff’s Office is encouraging parents and guardians to consult the Illinois State Police Sex Offender Registry before heading out for the evening. The database, available at https://isp.illinois.gov/Sor/public, allows users to search by name, address, ZIP code, or county to ensure families plan safe routes for trick-or-treating.


“There are clear state laws in place designed to protect children and ensure a safe Halloween for families,” Crouch added. “We encourage parents to plan their routes ahead of time and use the state registry to know which houses to avoid.”


Residents who observe a registered sex offender participating in trick-or-treating, distributing candy, or violating supervision conditions are urged to contact the Sangamon County Sheriff’s Office at 217-753-6666. Emergencies should be reported immediately by calling 9-1-1.


In addition to monitoring compliance, the Sheriff’s Office is reminding families to follow general safety practices — accompany young children, carry flashlights, stay on well-lit streets, and never allow children to enter a stranger’s home or vehicle. Sheriff Crouch said the goal is to ensure that Halloween remains a safe and enjoyable night for all families throughout Sangamon County.
