Frank Lesko, candidate for Sangamon County Recorder, has unveiled a proposal to merge the County Recorder's office with the County Clerk’s office. The initiative aims to enhance government accountability and efficiency while saving Sangamon County taxpayers significant funds.
Lesko’s plan calls for the consolidation of the two offices, which he projects will save the county more than $250,000 annually, with long-term savings potentially reaching $400,000 per year as retirements occur and vacancies are left unfilled. Importantly, no current employees would lose their jobs under this plan.
The proposed merger would require approval from voters through a countywide referendum, which Lesko plans to present in November 2026 if elected as County Recorder. He has committed to advocating for the proposal, emphasizing that it represents a “common sense solution” for reducing government costs.
Lesko, who has served as Springfield City Clerk since 2015, highlighted his track record of improving government efficiency and reducing costs. As City Clerk, he launched the “We the People” initiative, which provided a platform for residents to voice concerns and offer innovative solutions. His latest proposal, he said, stems from discussions with voters about ways to improve county operations.
In Illinois, the role of County Recorder is elective in counties with populations exceeding 60,000. However, since 1963, County Clerks have also acted as ex officio Recorders in smaller counties, and several larger counties, including Champaign County, have consolidated these functions in recent years.
“My number one job as a public official is to find ways to deliver better services for taxpayers without raising costs,” Lesko stated. “I’ve done that as City Clerk, and I will do that as County Recorder. Merging the County Recorder office with the County Clerk will make county government more accountable, reduce county overhead, and will save taxpayer money that can be used for critical needs in other areas. Other counties have done it successfully, and as County Recorder, I will lead the effort to get it done in Sangamon County.”
